Here is OE:

(Symmetry in a Two-Part Sentence) There is no apparent error in this two-part
sentence, and there is perfect symmetry between the phrases “the energy expended
.... by the private organizations” and “that expended by the government.” So, we
can choose (A) as the answer unless we find a more idiomatic version among the
other choices.

(B) contains the necessary “as much as twice that” but lacks the necessary
parallelism when it uses “the energy expended” with “that [energy] of the
government’s expenditure.” A more appropriate paring would be “the energy
expended” with “that [energy] expended by.” (Note the placement of the types
words (prepositions, verbs) surrounding “energy” in all four phrases, which should
match).

(C) is missing the necessary “that” to correctly complete the comparison.
Whenever there is a phrase such as “as much as,” its partner must also be present.

(D) There are tense issues here, and the informal use of “government’s” instead of
“government has” This is past tense, when the rest of the sentence is present tense.

(E) Missing the necessary “that.” Implies it is double the “government
expenditure,” which is a single expense, instead of implying the double refers to
energy. This changes the entire meaning of the sentence and is therefore wrong.
So, we can confirm (A) as the answer.

(A) as much as twice that expended by the government. (Correct)
(B) as much as twice that of the government’s expenditure . (energy expended by organisation is being compared wrongly with govt expenditure)
(C) up to two times expended by the government. (Wrong comparison)
(D) up to two times what the government’s expended. (Same as C)
(E) up to double the government expenditure. (Wrong comparison)
