Hi, thanks for writing!
Your GPA is strong - while your GMAT score is solid at 700, these programs place high weight on the GMAT given candidates' light work experience, and generally expect a 720+ score. However, you are from a relatively underrepresented nationality, which may somewhat work to your advantage. In addition, you have substantial internship experience, and your strong extracurricular involvement will also be a good asset to your application. To answer your specific questions:
1. While your IR score is on the lower side, schools are still figuring out how much weight to place on the IR score since it's fairly new, so I don't think it'll be an absolute deal-breaker. That said, as mentioned above, AdComs have very high standards for overall GMAT scores for these deferred programs
2. While Stanford and Yale are indeed very competitive, based on the info you've provided I don't think they're entirely out of reach. That said, you want to make sure you communicate a very strong story about WHY you want to switch from Operations to Consulting and the transferrable skills you've developed
3. Does your extracurricular/volunteer experience involve a leadership role? If not, I would definitely see if there's opportunity to secure such a position, since it will attest to your leadership potential
Hope that helps!
