Have you considered looking outside of the Anglosphere? The UK doesn't have the greatest immigration policies for non-EU students; I've heard it's painful trying to get a job afterwards. It might be worth looking into Stockholm School of Economics (SSE/HHS), Copenhagen Business School (CBS), or Norwegian School of Economics (NHH), where there's a fair amount of English oriented jobs, tuition is cheap/free, and immigration policies recognize top talent (at least in the case of Denmark and Norway) and try to keep them. Of course, if some of the more prestigious jobs (strategy consulting, investment banking) might have stricter language requirements (i.e. one scandinavian language) as they tend to be very client facing. Quantitative roles will probably rely much less on language skills.

Focus on quant programs as they tend to place well into positions that are more apt to hiring international students. I'd look at Bocconi, maybe ESEAD or IE, some other UK programs. The GPA is going to hurt you, but you have a great GMAT and work experience.
