Can you give us a little better feel for what a 23/30 in your Italian school translates to in US GPA? Also, why is it so below-par, as you put it?
Since you have a 720 on the GMAT, you are with hope. You will probably need to write strong essays and back them up with robust letters of recommendation speaking to your work ethic, academic potential, etc. to counterbalance your GPA. And yes, I think there are schools in the US that will accept you for an MSF. You may need to be a little flexible in terms of programs, locations, etc. but you can definitely put together a list that reflects your relative strengths and weaknesses.
Your career goal, FYI, probably needs some work. Opening up a VC firm is great, but it's a very popular path these days. You might want to introduce a short-term goal and some creativity around that long-term goal to help make you an interesting candidate.
