Thanks for posting your profile. I think an IR of 4 should not be a concern; schools do not focus on IR much at this time. That said, a 700 GMAT score could be of concern to schools like Columbia, Haas, NYU, Darden and Tuck, where the average GMAT of the incoming class is around 720-730. How many times have you taken the GMAT? If at all possible, consider retaking it; even a 10-20 point boost would make your profile more competitive for these schools.
If you find yourself hitting a ceiling with the GMAT, it's worthwhile writing the Optional Essay to point to undergrad Quant or writing classes in which you performed well. Eg. writing classes might be History or other subjects that require a lot of writing.
All that said, the good news is that the Admissions Committee (AdCom) does evaluate your profile holistically; your GMAT should not be a deal-breaker. So, be sure to differentiate yourself using personal and professional stories in the essay to help AdCom get to know you better, eg. what motivates you? What experiences have shaped you as a leader and team-player? Supply chain is a function that traditionally doesn't get send enough applicants to b-school. If you can show AdCom the unique perspectives that you can bring to the classroom, that will help your application.
