Hmmm well there isn't enough information above to really give a great prediction of your chances 2-3 years down the line, and your goals are a bit broad (degree and geography), but generally speaking I'd say that top US MBA programs are looking for a track record of success/upward trajectory at work, super strong leadership and teamwork skills, excellent credentials (so high undergraduate GPA from prominent programs), clear goals, good community involvement (however you define that and directed with passion, not just any volunteering for NGOs) and great test scores. Also, there are a few programs that aren't OK with 2nd MBAs like Haas or in some cases Darden so you'll need to check with individual programs on their policies. As for target scores for MBA programs, you'll be looking to outperform whatever the school's average is by about 20-40 points+ usually (depending on program and the rest of your profile) to be in range of most successful candidates at any given school because of the competitiveness of your general cohort, so for most top programs, you want to try to get 740-750+, even within the lower half of the "top 15" US MBA programs. It's not ONLY about the scores, of course, but they can be important when competition is very stiff. You hopefully have some time to focus on these things, but since you're already 28, I would not wait super long because it can be harder to find entry at 2 year MBA programs once you are into your 30s.
Masters in Finance programs are a bit different and may have other requirements; I'd look at the published profiles for the schools you are interested in and see what the stats/criteria they describe are like. I'm less familiar with what those programs are looking for however because I specialize mostly in MBA programs, although we certainly do help clients apply to masters programs (especially MPP or dual degree programs with an MBA), I am less familiar with the selection criteria for Masters of Finance programs personally.
