Hi there,
It would be great to be within 30/40 (ish) points of their average GMAT... otherwise it IS a weakness to overcome, and while yes the other factors can help compensate, if a large # of competing applicants have 700+ GMAT scores, that will make it quite tough for you!! The GMAT doesn't get people in, BUT it can easily keep you out. There's no reason you HAVE to be done taking it after 2 times, that is a personal choice.... in fact if you re-take and are not satisfied, you can cancel and no one ever has to know you took it a 3rd time. Schools only care about and take the highest score so not an issue to take it more. You can see if they publish their acceptance rates too, they may not, but if you had that info it could give you a feel for what % they deny from applicants and how tough it may be. Food for thought!
