26 male Chinese Canadian - Lived in a few countries in Asia before moving to Canada 12 years ago.
GMAT: 700 (the first attempt, will take another one in June) GPA: 77%/62%/74%/80% (Year 1 to 4). Some family struggles in the second year. Final year Deans Honor List. Bad GPA.
Degree: Bachelor of Applied Science (Geotechnical Engineering), Top 3 Canadian University, UBC
While in school: Led two students teams, one of which won a student competition at the regional and national level. The other team participated internationally, 1 of 2 teams representing Canada.
Work Experience:
2 Years with a Canadian consulting engineering firm (top 5 in the discipline)
3.5 Years with a British consulting engineering firm (global top 10, 60k employee)
- Working as a project engineer in the oil & gas, mining and civil infrastructure sector. Project CapEx generally bet C$100 and C$500M.
- Involved with BD, led large pursuits, fees >$1M, selected as hipo in the region. Participated in the front line leadership development program and is also the HSE coordinator for the office.
4 years of full time and 1.5 years of internship, 5.5 years combined at matriculation.
Community Involvement and Others:
- Former Air Cadet. Fell in love with aviation and have never stopped pursuing this hobby (10+ years and 4 licenses later). Currently, a commercial pilot license holder working towards my instructor rating. Looking to teach in my spare time.
- Founded a local NPO to assist immigrants in securing jobs in the engineering sector. Helping to reduce the level of un/underemployment.
- Mentor to engineering students at my alma mater.
Post-MBA goals: Consulting - Particularly in capital projects, infrastructure advisory or strategy and operation in the O&G, mining sector. Alternatively, in infrastructure investment.
Target schools: Struggling to decide where I should apply to. US Top 10 is a stretch and expensive. Considering Rotman or UK schools, maybe Top15 US? Applying in 2019, program start 2020.

Happy to help! You've got some interesting work experience & the infrastructure angle to your goals will help you stand out as well. That said, although 700 is a solid score it's not a differentiator & is below average at most top 10 schools. Since your GPA is on the low end, a high GMAT is even more important (ideally 730+). Assuming you're unable to raise that score, I would target schools in the 10-20 range, with maybe one top 10 school thrown in as a reach (maybe Yale?). You definitely have a strong shot at Rotman. Tepper could also be a good option for you as would UNC, Emory, Cornell, or Oxford. Hope that helps!

If you want to move to Ontario (Toronto) I could suggest to add Ivey along Rotman, maybe even Schulich.

You have great working experience and your extra curricular activities are commendable.
Regarding UK schools, you should definitely target them, I can recommend LBS as first choice, but also INSEAD for consulting, all pertinent info for targeting UK/EU schools can be found here :

Finally, you should try US TOP 10-15 in my opinion, targeting ones that are known to be strong in consulting (some offer specializations in Strategy or Strategic Management), for instance :
Columbia Business School
Kellogg School of Management
Darden School of Business
Booth School of Business
Yale School of Management
Emory University
For some of them, you would ideally need GMAT around 730, but that is on average, meaning lower score could also work, if they like your overall profile.
