1. Yes, we definitely hear of MS programs that give out substantial scholarship money for highly desirable candidates. I am not sure there's supporting data out there, but you can imagine the wealthier universities have endowment money to distribute.

2. There are definitely one year MBA programs that can work for you. You will have to do some research into the best fitting ones and show some flexibility (mainly with respect to rankings) given your background and expressed requirement for 70%+ scholarship.
