I think whether one explains a low GPA depends on how low it is and whether there is a 'good' reason for it. In particular for your case, I think the drop off between your two GPAs could be worth explaining. I would address it, but I would keep it very brief and I would focus more on the second part of your reason (internship). I worry that the first part might raise more red flags about your performance in an MBA.

BS in Electrical Engineering (3.7)
MS in Electrical Engineering (3.15)
GMAT: 740 (Q49/V45)
Work Experience:
4.5 years at a large (fortune 100) tech/hardware company as a design engineer. Have made consistent impact through technical achievements but no direct reports.
Goal of MBA:
To transition to consulting at MBB with focus on tech companies and then eventually transition into a strategy role at a tech company.

I'm wondering if it's worth explaining my grad school GPA in an additional essay. I was generally less focused on academics for grad school since it was essentially a checkmark for a job that I had already been offered. Plus my time during grad school was fractured by a long internship I did out of state. Not sure if this is a valid reason for my inconsistent performance.
