The park manager ignored the measures to prevent wildfires, which could be devastating to it.
Is it correct to use pronoun it for the park?
Logically "it" stands for park but park is adjective and a pronoun can't refer to adjective. Pronoun needs noun as its antecedent.
I think in such case it would be better to replace it with park. It will eliminate pronoun error.

You're correct, it would be better to replace 'it' with 'park.' That's because pronouns have to refer to a noun elsewhere in the sentence (called the antecedent). In your first example, 'park' looks like a noun, but it actually isn't. It's describing 'manager' (what type of manager is he? A park manager), so it's actually an adjective. Therefore, you can't refer to it with 'it'.
