Sorry which sentence are you referring to? I don't see they being used in the above sentence.

In the original sentence if instead START fire, CATCH fire was used, then whether the use of "they" was fine?

Due to ongoing drought, emergency wildfire prevention measures must be implemented immediately in all national parks in order to ensure that they don't inadvertently CATCH fire.
