Pronoun without antecedent

Due to ongoing drought, emergency wildfire prevention measures must be implemented immediately in all national parks in order to ensure that they don't inadvertantly start fires.

In this sentence why "they" cannot refer back to "National Parks".

Due to ongoing drought, emergency wildfire prevention measures must be implemented immediately in all national parks in order to ensure that national parks don't inadvertantly start fires.

In the national parks, cigarette butts can start fires, human negligence can start fires, but how can national parks start fires in themselves?

I got your point, but i was thinking in a different way sometimes due to long drought season and high temperature forests catches fire without any human intervention. if instead of "start" it would have "catches" then "they" can refer to "national Parks" ?

Sorry which sentence are you referring to? I don't see they being used in the above sentence.

In the original sentence if instead START fire, CATCH fire was used, then whether the use of "they" was fine?

Due to ongoing drought, emergency wildfire prevention measures must be implemented immediately in all national parks in order to ensure that they don't inadvertently CATCH fire.
