D is good enuogh.

But how about B ? Its not that bad.

Providing initial evidence that airport are a larger source of pollution than they were once believed to be, environmentalists in Chicago report that the total amount of pollutant emitted annually by vehicles at O’Hare International Airport is twice as much as that which is being emitted annually by all motor vehicles in the Chicago
metropolitan area.

Discussion:
The following GMAT concepts are tested:

1. Comparison: the total amount of pollutant=X
2. Usage of twice which means two times
3. Usage of as much as

Let’s make a concise adjustments to the sentence:

Providing initial evidence …….Chicago report that X emitted annually by vehicles…. is twice as much as that which is being emitted annually by all motor vehicles in the Chicago metropolitan area.

What is wrong with this sentence?

The part --that which is being-- is wordy.

There are three ways of correcting the mistake:

Correct answer 1:
Providing initial evidence …….Chicago report that X emitted annually by vehicles …..is twice as much as emitted annually by all motor vehicles in the Chicago metropolitan area.

Correct answer 2:
Providing initial evidence …….Chicago report that X emitted annually by vehicles….. is twice that emitted annually by all motor vehicles in the Chicago metropolitan area.

Correct answer 3:
Providing initial evidence …….Chicago report that X emitted annually by vehicles….. is twice compared with that emitted annually by all motor vehicles in the Chicago metropolitan area.

Let us take a look at the choices.

A. as much as that which is being emitted annually by all (wrong)
A. as much as emitted annually by all

B. as much annually as is emitted by the (wrong)
B. as much as emitted annually by the

C. as much compared to what is annually emitted by all (wrong)
C. compared with that emitted annually by all

D. that emitted annually by all (CORRECT)

E. that emitted annually compared to the (wrong)
E. that emitted emitted annually by all

answer is D.

E is not the answer as there is no reference to ALL the motor vehicles in Chicago. Change of meaning to sentence.
