D it is. It just a weighted sum were y coeff is greater than x so k is closer to 20 than 10...18 is the sole solution as 15 <=> x=y

sure,
Think of how you calculate a weighted average.

Let's say you have x people who have $10,
and y people who have $20.

How much does a person has on average ?

Sum of $ =(10*x + 20*y)
Sum of people=x+y.
average= (10*x + 20*y)/(x+y).
Now check out the formula on the question above.
I just invented a story for the formula.

Now notice that if y=x, the average is 15.
But since y>x, the average will tend more to the "20" direction.
So we're looking for an answer between 15 and 20.
Now pick D!

Hope this helps !
