statement 1 is not sufficient as we do not know if k is negative or positive.
from statement 2 a9 = 10 + k and a7 = 10 - k. either of these can be more than 10 depending on whether k is negative or positive.
combining both statements we know for sure that k is negative. so we can get the answer by determining K

(1) a1 = 24
a2 = 24+k
a3 = 24+2k
etc...
if k=1, then all terms are greater than 10
if k=-24, then not all terms are greater than 10
INSUFFICIENT
(2) a8 = 10
a7 = 10-k
a6 = 10-2k
a9 = 10+k
etc...
if k=10, then half the terms are greater than 10
if k=1, then all the terms are greater than 10
INSUFFICIENT
Together,
you can find the value of k using (1) and (2), therefore, you can find all of the values in the sequence. SUFFICIENT.
