Hi everyone – first time poster – please be gentle.

I have a rather interesting situation that I need some advice on in relation to my Part-Time MBA application.
Questions:
1. Would applying to a Part-Time MBA program in another geographical location raise a red flag if I have yet to be employed in that location?
2. If I am not in the new position by the time I apply how would I best indicate to adcom my plans if I were to be admitted?
3. Would adcom see me moving from a Managerial to Business Analyst position as a step back in my career? How best can I convey this in my application as a move for the best?
BackgroundI am currently employed in Northern California, but my target schools (UCLA, USC) are (obviously) not in Northern California. I have decided that the best option for me is to do a Part-Time MBA as I have a family and certain financial obligations that I need to uphold. I am in my late twenties and I have been with my current employer (healthcare industry) for over seven years. In that time frame I have gone from being an intern to managing in our largest department (110 staff members) - involving three separate promotions since being brought on full-time. I have been a Manager in the company for two years now in two completely separate departments.
I have a developing opportunity in Southern California to join a company in the exact same industry just serving a different group of participants. From an influence perspective this company is more prestigious than my current employer and would allow me to develop a great network of like minded individuals and working professionals (my networking capabilities at my current employer are slim). If I were to join this company I would be a Business Analyst and would be one of the first individuals in their newly created operations department, reporting directly to their COO (who would be new also). The issue with this is that at my current employer I served as a Business Analyst for three years prior to becoming a Manager. The good news is that this Business Analyst role would come with a lot more responsibility than your average Business Analyst position.
Now, at my current employer I have a lot of responsibility as we have a thin management structure (there are three levels between me and the CEO), but I really enjoyed being involved in operations as it allowed me to obtain a lot of experience in many different areas of our organization. My eventual goal is to run an organization – so having involvement in many different business units makes sense (to me) as it would increase my understanding of the healthcare industry as a whole and better prepare me for my goal.
Other items to note are that the culture at my current employer has shifted within the 12 months, impacting our organization a great deal. This has had the effect of limiting my ability to learn and utilize "forward-thinking" managerial skills. Second, one of my mentors is employed at the Southern California company who I have a great deal of respect for and has helped me immensely during my career. Lastly, I am planning on making this move regardless of my MBA candidacy and it's likely to occur during the middle of my MBA application. If I submit in R2 I will hopefully already be at this employer or will have the opportunity solidified, but you never know what can happen...
Based on this how can I best navigate my application?
