Answer: This difference is
not tested on the GMAT. In OG Verbal Review 2022, Chapter 6, Section 6.2, sub-section 3: Grammatical Construction, sub-subsection: some issues that are not tested on the GMAT, point B, it is stated explicitly, and I quote:
Punctuation as editorial style: You will need to judge issues of punctuation only insofar as they involve standard conventions that make a difference for the sentence’s meaning and coherence. Beyond the basic grammatical principles, some punctuation conventions vary by region or academic discipline, are matters of pure style, or are determined by publishers or editors for their own purposes.
You will not need to judge, for example, whether a comma should be inside or outside a closing quotation mark, whether emphasis should be indicated by italics, or whether an apostrophe should be inserted before the s in a plural non-word such as IOUs/IOU’s or 1980s/1980’s.
So, don't worry about it.
Q2. In the above sentence isn't [its] referring to the UK Singles Chart?
Answer: No, 'its' refers to the song "Ashes to Ashes". The thing 'its' refers to rose from No. 4 in its first week to No. 1 in its second week. So, 'its' has to refer to the song. The UK Singles Chart will not change its rank. The songs on this chart could change their rank.
IMPORTANT:
Another important observation to make, something you seem to have missed, is that this group of words below is
not a sentence. That's because it's missing a verb. Here, 'rising' is merely a verb-ing verbal.
"Ashes to Ashes," the No. 4 song on the UK Singles Chart in its first week of release,
rising to No. 1 a week later, becoming Bowie's fastest-selling single up to that point.
For this group of words to be a sentence, we have to change 'rising' to '
has risen' or some other such verb.
