I can sketch the answer here, but an actual question from a reputable source is more likely to draw good responses.

Start by drawing a diagram. The visual will help. Then proceed as follows:

(1) Basically, assuming the belt is stretched taut, it will be wrapped around half of each wheel.
(2) Calculate the circumference of the wheels and subtract that from 15 (two halves, one for each wheel)
(3) Divide the result in half (top and bottom portions of the belt)

That will give you the length you're looking for, since the belt will be at a tangent to each wheel above the radii.
