hope will enable is correct 'cos this is subjunctive mood.

A-relative pronoun "that" is necessary. A is clear and concise
B-"more and more" is repetitive
C-"for making" is wrong. s/b "moving closer to X to make"
D-"making" is wrong. and this answer is wordy anyway. "To make" is preferred to "With the purpose of making"
E-does not show the connection between first independent clause and second independent clause, ie. Scientists hopes are not connected to the more precise measurements.
