It is not the general ranking by the magazine which can be applicable to every student but every student has different assessment which can not be done buy the magazine accurately

Can someone elaborate more on D and why not C.

I see no connection between differing needs of students and ranking of colleges in option D.

In D we have

The significance that particular criteria have for any two students is likely to differ according to the students' differing needs.

The criteria to select a school as the best depends on something. The significance of that criteria may vary from students to students. So, the magazine should not be used to select a school.

Take for example, you want to do your MBA in Finance and I want to do in Strategy. The best Bschool for Finance is probably GSB while that for strategy is Haas. So the criteria for us to select is different. Now Times of India rates Harvard as the best. But its is not necessarily so for both of us

In C, we have The rankings seldom change from one year to the next.

This doesn't show why students should't not consider rating system.
