Option B is ruled out as they have missed an adjective defining the skier- racing. It changes the meaning of the sentence. I can safely cancel Option C as it is awkward to say "like a skier who increases velocity" Option A and E fails to hold the 2 sentences parallel. So I guess the answer is D since it uses the term "bringing" in the sentence.
PS: This question is quite odd- why is its skiiers in the first place? Add or rule rule out any of my points with suggestions if necessary.
(A) like a racing skiier whose velocity increases when his elbows are brought in (B) like the increased velocity of a skiier when his elbows are brought in (C) like a skiier who increases velocity while racing with his elbows brought in
(D) just as a racing skiier who increases velocity by bringing in his elbows
(E) just as a racing skiier increases velocity by bringing in his elbows
E. Looks more parallel in construction. An engineer can design a vehicle to be faster by decreasing its area susceptible Just as a racing skiier increases velocity by bringing in his elbows
