Can you please tell me whether it is fine for international candidates to apply in the 3rd round (Feb 3) deadline? Many b-schools prefer that the candidates apply by the 1st two rounds.

Cornell has changed their deadlines this year to have 3 instead of 4 rounds. I do not think there are an restrictions for international applicants in terms of when to apply. Some schools usually don't allow/recommend international students to apply late as visa paperwork can sometimes take time and delay enrollment or cause other inconveniences. The website also doesn't specifically mention anything of this sort. For more information, please check the Cornell (Johnson) Admissions page and look for the International Students section as well - they have a lot of information on those pages specifically pertaining to international students.
