NOW I get it. I was having problem comprehending the meaning of the sentence. now I understand that the two actions(A:tackling the issue of congressional campaign spending )and(B:becoming embroiled in a war) are expresed as equivalents....as in, say,....'laughing is living'. Earlier i wasnt able to make out wtf the question meant.

Also can someone tell me what is the level of this question? I hv just started preparing and cant make out the dificulty level yet....

I'd rate this as a mid-level question. It's got a clean split between the answer choices; as soon as you recognize "To A is To B" then you've got a 50/50 chance. On the other hand, the rules governing proper use (or misuse, as in D) of the word 'which' are a common source of GMAT error.

There was post that was very similar to the answer provided here that had the rule? To X is to Y parallellism structure. I have not ran across it until today, but it seems that this board has seen it quite often.

Ans-C,

Close tie between C & D.Both parallelism and idiom correctly.
Two things to note-
1. Parallelism- To X is To Y
2. Idiom- Between X and Y

Now between C & D- Select answer that is concise.
Hence C.
