is it better to apply in Round 2 of admissions with a 650ish GMAT score or study more to get a better score and apply in Round 3? I think I may be too late to do the applications for Round 2 because it is already 22nd dec and deadlines are in first week of Jan. I haven't even approached my recommenders.

Well… R1 tends to recruit 50% of the class, R2 is 40% and R3 is 10%
This means only a few spots are available for applicants. Usually R3 is a dead round. Most apply in R1 next year if they miss R2
The only one more dead is R4 but that one is not open to international applicants and not many programs have it.

its true that R1 is best to apply in to maximise chances of admit , for international students most US schools encourage to apply by R 2 because R 3 is too late for visa processing etc.. nevertheless IMO apply whenever you feel are confident with application .. also do speak with adcom to understand challenges in R3 ... wish you all the best.
