I went with A.
The question is asking for the overall conclusion, not just one of the supporting statements.
The author's reasoning is:
- Railroads have increased their use of automation.
- Fewer workers are needed, so operating costs have fallen.
- Trucking, the main competitor, is not expected to reduce its operating costs.
All of these points are used to support one main idea: the volume of freight shipped by rail is expected to increase.
Looking at the options:
A matches the author's final conclusion.
B and D are supporting premises explaining why rail has become more efficient.
C is also a supporting premise. It helps explain why rail is expected to gain an advantage over trucking, but it isn't the main point the author is trying to make.
E is just background information.

For me, the key was separating the conclusion from the evidence. The last sentence strengthens the prediction, but the prediction itself is still the overall conclusion.
