The question is saying that the amount of defective chips for future shipments, will be the same ratio as the previous shipments, S1, S2, S3, and S4, which have already happened. All you need to do is add up the columns to find the ratio, then apply it to the 60,000 chip shipment.
Defective chips: 2+5+6+4=17
Total ships in shipment: 5,000+12,000+18,000+16,000=51,00
ratio of defective chips to total shipment: 17/51,000 or 1/3000
60,000/3,000=20
answer is B

here it is 17/51000 = X/60000 Solve for x which is equal to 20.
