Is it C ?

I got it by POE. However can explain it the following way,

First Paragraph:

TQM is designed to improve customer service by using sampling theory.
It can work successfully in conjunction with two older mgmt systems.

Second Paragraph explains how it achieves this, however with a slight difference in its approach.

I`m going to go with (B). However, ..... should immediately spark a contrast or exception. In this case it appears that the author agrees with Druker's contention up to a certain point, but points out some logical flaws.

(C) for me too.The first paragraph says it can work in conjunction and the second reveals the difficulty.
