Why is Q2 D and not C? Are the proponents in paragraph 2 the same as the advocates in paragraph 4?

No, if you read carefully, paragragh 4 mentions ' Advocates of regulation ', which means these are the critics, not proponents.

Q2 should be C , not D because D says detrimental whereas as per passage , its hindering, which means slowing down but not damaging, so D does not support that. What do you say ?
