A for me.

E is not right because it sounds as if the government's action is the result.
but actually it means the depressed sales figures are the result.

D is wrong obviously.

C is wrong due to "has". sales is plural.

between A and B, sales figures is closer to "as a result" in this inverted sentence, so A is better than B.

waiting for OE.

Recent indications of weakness in the economy have led consumers to be more conservative with their purchases;so depressed have sales figure been as a result that the government has launched several initiatives to actively encourage consumer spending.

1. - have (plural): sales figure (singular). WRONG
2. the sales figures have been so depressed as a result that - OK. KEEP
3. as a result,so depressed has the sales been that - has (singular) : sales (plural). WRONG
4. the resulting sales figures having been so depressed that - no need for present continuous form here. OUT
5. the sales figures have been so depressed that,as a result, - Changes the meaning of the sentence. Makes it seem like the government launched the initiatives due to the depressed sales figures instead of saying that the depressed sales figures are the result of conservative purchasing (as stated in the original sentence).OUT
