OA is A. However, why is it right? That option has past perfect (had) but there is not another event in the past. Additionally, why is "instead" better than "rather" in this case?

Hi, The way I approached this question, first start eliminating the wrong answer choices. B. to avoid is incorrect, and rather , we use it to show preference; and to come alos incorrect c. in the economy's ability to, usually ability to is incorrect on the GMAT D. has same errors as B. E. is just wordy and confusing, Hope that helps.
