Do B-schools refer to previous app as well while making a decision?
Is it adviseable to have different goals altogether and different recomenders

yes, they do keep you last year app close at hand and may have a look at it

i would not recommend changing your goals unless you can substantiate this change really well. be consistent

it's no problem in my opinion to change recommenders if you think the new ones will do better

i thought you have to use new recommenders?.....you can use old ones? Wouldn't that be redundant? Or is it different for every school?

I think Chicago GSB is OK with using the same recommender (re-applicants just need one reco, sweet heh?). Rules may vary from school to school of course. But consider this - they prefer a reco from you direct supervisor. If you did not switch jobs in the meantime you are bound to use the same recommender.
