I am in a dilemma regarding recommendations:
A - Previous Supervisor (From 1999 - 2002) - Has had an opportunity to observe me in mostly work-related settings. Though he will give me a positive recommendation and is genuinely enthusiastic about giving me a recommendation, he is a bit on the conservative side wrt ratings in general.
B - Peer in 2 organizations that I worked in - Can provide a strong recommendation based on my entire career and voluntary work
C - Peer in current organization - Can provide a good recommendation
Option 1: (only peers)

For schools that ask for a recommendation from current direct supervisor, I am planning to give an explanation why this is not possible. In this case, which option is better? For other schools, I am planning to use Option 1.
