I wouldn't go less than an inch on top, most apps require that. I would check to see what the schools request in terms of spacing, font, and margins. I would say 1" all around 11 arial and 1.5 spacing if not specified. If its a 2pg with double spacing or something, I wouldnt go any smaller than 10pt arial. There is a little leeway with the left and right margins, try to keep it 3/4"+ though.

Yes, follow the school's instructions.

But I said 0.9 on the top and bottom because at 12 font on Times New Roman and 1 inch margins on the top and bottom, the actual margins will be ~1.25 because 1 extra line will be less than 1 inch. If you change it to 0.9, you can add 1-2 extra lines and still keep the margins at ~1 inch.

It's hard to explain and easy to see. Try it out and check it out.

Yale has a word count limit.

yeah, if the school doesn't specify, the MINIMUM I would go (I took the chance to go quite the minimum) is:

1" on top and bottom
0.5" on sides
10 pt arial (I've seen 9 pt fonts if you can find one that's similar size to Arial)

Generally I use 11 pt Times New Roman though.

If its word count I went with 1" all around and 11 or 12 arial. 11 if it would stay on one page 12 if it went over no matter what. I always used 1.5 spacing if they didnt ask for double. Makes it a lot easier to read.
