That shouldn't be a problem.
What's important is how well your recommender knows your professional work? Good recommendations provide detailed examples in support of any assertions, and if someone has seen your work closely, she/ he would be able to provide these examples.

That should not be a problem if the person in question is as you described today and if they know you well enough to give meaningful examples and testimonials that are relevant for your application. The latter is indeed the most important part, not how prestigious anything related to the recommender is.
