As long as you have contacted them within a specified timeframe, you should be fine.

However look at the terms and conditions for other specifics about how much of the course you can or shoot cover as there are several conditions.

Yes, I have checked everything, and I do qualify for a refund. But I don't know if there can put in sone marketing gimmick at the last moment to make the policy void or something. Really not sure. And $249 will be huge loss for me.

Cannot speak for any particular company. However, as long as you have properly informed the company within a specified time period, you are technically and legally in the good.

Any changes to policies completed after you have informed a company will not generally apply to you, at least in this particular instance. Policies that will apply to you will generally be the policies that were in place at the time of your contact. Cheers.
