Does Ivey wait for reference letters to be filled before sending out rejection letters?

For most schools you need to submit LOR within a weeek of deadline of after deadline ..
Check with adcom as individual school has different deadline

Well my primary question is whether Ivey will wait for letter of reference before handing out rejection letter or do they make decision before submission of reference letter?

Well LOR is part of application so answer to your is that before evaluation on interview invite LOR is required..
Rejection can be either before interview invite or after ..

Well, some of my applicants for Ivey have submitted recommendations late into the process, even after receiving interview invites. As I understand this, the b-school will definitely wait for your recommendations before they give you an admit decision even if you have already interviewed (means they will wait to have all parts of the application completed). However, I am not so sure if they will wait for the reco letter before handing out the rejection letter. Using the same logic, they may have to wait in order to complete the application. Logically, they will not hand out a rejection letter before you submit a reference letter unless your reference letter is very delayed.
