Relative Pronoun : What does they modify ? Noun closer to them OR Header noun in noun phrase ?

Of all the vast tides of migration that have swept
through history, maybe none is more concentrated as
the wave that brought 12 million immigrants onto
American shores in little more than three decades.
In above example,What does Relative Pronoun THAT refers to? Vast Tides or Migration ?
From verb (have swept) it looks like it refers to Vast Tides which is not close to THAT, and also Tides is PLURAL so it should have been THOSE instead of THAT.
If it indeed refer to Migration then verb have used should have been has swept ?
Am I missing anything here ?

Construction of the Roman Colosseum, which was officially known as the FlavianAmphitheater,
began in A.D. 69, during the reign of Vespasian,was completed a decade later, during the reign of Titus,
who opened the Colosseum with a one-hundred-day cycle of religious pageants, gladiatorial games, and spectacles.
In above example,What does Relative Pronoun WHICH refers to? Construction OR Roman Colosseum ?
