This is definitely a lot of information, so I am going to stick to your specific questions:
Q: Should I be looking at a GMAT?
A: No, your score is fine, especially for that list of schools.
Q: Having worked as a data engineer, is my work experience too technical for top MBA programs?
A: No, not at all. You can make an argument you need training in the less technical sides of management to complement your background, which is why an MBA would make sense.
Q: Would you recommend that I take the GMAT over the GRE? (I struggle with SC. Learning new words and logically plugging them in based on meaning comes more naturally to me). What should be my target test score?
A: No, you have a fine GRE score. Do not waste your time agonizing over this matter. Focus on other elements of your background.
Q: Things are shaky at work. Teams are being laid off heavily and mine has been affected too. A consultation process is underway. The economy hasn't picked up and securing PM roles for folks without a PM-experience in the resume is getting very hard. Consequently, I might have to switch jobs in a similar role by March/April, leaving me with very little time for applications next year. I have the following questions in this regard
QA: Will this negatively affect my chances or do you see the ad-com's being more sympathetic to my situation?
A: This could make things more difficult, but it's all in the messaging. They will not be sympathetic but they will understand if you have to leave for reasons out of your control. If you have to find a new job, then find one that is consistent with your ultimate career goal as stated in your post.
QB: Would a switch back to Retail Org be perceived negatively? I really liked working there and wouldn't mind going back, even if in the worst case an MBA doesn't materialize for some reason. Securing an LOR from Retail Org(or any new organization) might be a little difficult due to the limited time I would be present in the organization. This has me extremely worried
A: I agree, an LOR will likely not come from your potential new company as there will be no time to develop a meaningful relationship and set of accomplishments. You are going to need to get one from your current organization or another in the past. Returning to Retail Org is fine so long as the role you ultimately demonstrates some progression. You can spin most things if you weave together the right story.
