This sentence makes correct use of parallelism by placing two clauses in parallel construction that the success...be repeated and that their voter base remain informed, etc. It also uses the subjunctive correctly by using the V1 forms of the verbs (be and remain) following required...that.
Although this answer choice is stylistically imperfect because of the use of the Passive construction (be repeated), it is the only answer choice that is grammatically correct and logical.
What helps us identify this question as a Parallelism question is the following Stop Sign:

This answer choice is grammatically incorrect. The construction A and B (to repeat the success and that the voter base remain) requires that A and B belong to the same part of speech. Whenever you come across this Stop Sign, make sure that the following verb is in its base form.

Incorrect.
This answer choice is grammatically incorrect. The singular verb is does not agree with the plural subject a successful repetition...and the remainder.

Moreover, the phrase remainder of the voter base, which means what is left of the voter base, changes the meaning of the original sentence, and is inappropriate here. Informed remainder is not the same as to remain informed which means to stay informed or continue to be informed.
