I choose C as my answer. The idiom tested here is "determine whether." So that eliminates all the answer choices except B and C. Option B is wrong because it uses "whether or not", which is redundant. So option C remains.

IMO C.

A. more research was needed to determine that balloon angioplasty preceded with ultrasound was or was not any better for heart attack patients than ("to determine" shall be followed by "if/whether", the usage of "that" here creates pronoun reference error)
B. more research was needed for determining whether or not balloon angioplasty preceded by ultrasound is any better for heart attack patients than is(Firstly the right usage is "to determine" as opposed to "for determining";also the usage of "whether or not" , the correct usage is only "whether")
C. that more research was needed to determine whether balloon angioplasty preceded by ultrasound is any better for heart attack patients than (Correct usage of idiom "to determine" and "whether")
D. that more research was needed to determine that balloon angioplasty preceded with ultrasound was any better for heart attack patients than (usage of two "that"s creates a Pronoun reference error)
E. that more research was needed for determining that balloon angioplasty preceded by ultrasound is or is not any better for heart attack patients than is (usage of two "that"s creates a Pronoun reference error; also "for determine" wrong idiomatic expression.)

B doesn't look correct to me. "whether or not" is wordy, we can directly use "whether". Also when the whole sentence is in past tense, I don't see any reason for using present tense in "ultrasound is any better "

I agree. What's the source of this question? I honestly think that this type of question is not representative of the actual GMAT.

IMO A.

B -- is out for couple reasons 1) for determining and 2) whther or not
C, D, E 'that' is not idiomatic after 'but' here.
