There are two most close answer :
(A) The higher the pulse rate attained in sustained exercise, the less psychological benefit the exercise tends to produce.

I think two issues
1) Pulse and Pulse rate are different
2) It is extreme, We do not know about is it true for pulse rate lower than 60 or higher than 85.
(B) The effect that a period of cycling has on the mood of professional cyclists tends to depend at least in part on how intense the cycling is.
Correctly, not a extreme reframe the passage sentence.

If we negate B then the argument is destroyed.
Negated B "The effect that a period of cycling has on the mood of professional cyclists tends not to depend at least in part on how intense the cycling is." If this is true then the conclusion is destroyed. Hence B is our answer.

It wood only take most of the time to read the passage and choosing options is easier relatively.
