Today I scored 680 on the GMAT while I scored 720 and 740 on my last official practice tests.
I want to apply for a program at HEC (GMAT average = 700), and now I am doubting what to do, I think I can improve 10-30 points but I am not sure if it is worth the effort. I have a strong academic track record, been board member of a student association and have done a half-year long internship at a multinational.
Any thoughts?

I think you should apply. HEC's gmat average is 685 and if your profile is interesting, it's not 10-15 GMAT points that would be decisive. Do you have some other work experience? If you have doubts, fill in the Candidate Profile on HEC site, they will advise you. Good luck!

A 20 point difference from the GMAT average does not exclude you from consideration, although a higher score than the target school's GMAT average is always helpful. If your score breakdown are within their cut-offs, able to demonstrate academic potential through your undergrad and work experiences, you may use the essays and recommendations to help you stand out from the pool of applicants, while showing fit with the program.
