yeah, that is pretty weird, but not totally impossible.
for example, from the forums we've seen people with the same section scores have varied total scores by 10 points. so his 690 (Q48 V37) may actually be "low", whereas another person with the same section scores might have gotten a 700.
your score of 700 with Q48 V 36 may be of the "'high" variety, and any other person getting your same section scores might have instead gotten a 690.
so if we flipped the conditions around, his Q48 V 37 might have been a 700 any other day, and your Q48 V36 might have been a 690. This would seem to make the most sense. However, as we have all seen with the GMAT scoring, you never really know what to expect
