My doubt is that: 1. Aren't we talking about "the confusion"? Should it not be "has" instead of "have" as in "the confusion has" ? 2. Is being the Charman of ...., a Board Member of.... and the dual role... Is this parallel? does it not sound like "being the dual role of"?
This is a Reuters article so I am convinced that it is not wrong. But I just can't understand the structure. Can someone help please?
It would have made more sense to me if it was "the confusion of... being A and B, and the dual role of " instead of "the confusion of being A, B and the dual role of ".

Yes, has makes more sense here. As far as GMAT is concerned, the use of 'being' is also not appropriate here. The article is quoting someone so it may not be grammatically correct but note that GMAT grammar is more strict than everyday language.
There's the paradox It is a quoted text so may not be grammatically perfect in the context of GMAT. I can buy this explanation
