I validated after googling that OA is A. I opted for option B. But after looking at the question stem for quite some time I realised the answer to the question lies in the question stem itself. "why the Habbendorf rotatory engine is not a great racing machine.". Only option A addresses that point.

The stimulus states that Habbendorf engine cannot be a great racing engine because the available fuels do not have enough octane to obtain max performance from the engine...

One thing that should immediately come to our minds is that how would the performance of the Habbendorf engine compare with the "great racing engine" if we had the fuel with sufficient octane to obtain max performance from the Habbendorf engine... Hence A.
