Sims: I don't want to make age an issue in this campaign. So I will not comment on your youth and inexperience.
Rotelle is saying that Sims is basically Joe Biden: the guy is too old because he can't address the issues he believes are important.
Sims' retort: Very Reagan-esque, saying that Rotelle is too young. BUT, the big picture here is that Sims doesn't say anything about his own age, or his ability to address the issues at hand. All he says is another, opinionated insult. This is like arguing with a friend saying "you're stupid" and then him responding "no, you're stupid". It goes nowhere.
Sims does which one of the following?
(A) demonstrates that Rotelle's claim is incorrect -- How? As stated above, he would've had to have said "I can do X", Or something about age. Either way, out.
(B) avoids mentioning the issue of age -- He states that his opponent has "youth and inexperience", so he brings up age. Out.
(C) proposes a way to decide which issues are important -- Nope, once more, just mentions age. This would need Sims to say "well, war is the most important issue, and your issues are not. Or something that establishes importance. We are not told anything about this. Out.
(D) shows that Rotelle's statement is self-contradictory -- Self-contradiction is an interesting statement. But there is self-contradiction here. Rotelle would've had to have said "you are too old. But old people are better at decision making, therefore, you should not be President". The statement just says that Sims is too old and Sims' response says you're too young. Nothing here contradicts itself. Out.
(E) fails to respond directly to Rotelle's claim - Bingo! X says X. Y says Y. No overlap and no direct response to a premise or conclusion. This is our answer.
