(B) Those at least as old as Sims are the only people who cannot effectively address the difficult issues facing the country- incorrect, the usage of 'only' makes this option incorrect, maybe there are other people(who aren't too old) who cannot effectively address the issue
(C) Some young people can effectively address the difficult issues facing the country- incorrect, we do not know Rotelle's opinion on young people
(D) If anyone can effectively address the difficult issues facing the country, that person must be younger than Sims- Correct, Rotelle believes that if there is someone who can solve the issues, they must be younger than Sims
(E) Addressing the difficult issues facing the country requires an understanding of young people's points of view- incorrect, understanding the young people's POV is not relevant
