Unless you’re for some reason, wanting to be in Canada, I think the Rothman offer is not as good as Owen.
While Owen is not a top 15 program with MBB officers on campus, those companies do hire from Owen and include it in their pre-MBA internship program

I highly recommend this program because it’s very short and if you do well on one interview, you’re guaranteed an internship after your first year and guaranteed a job after your second year. So plan research and try to apply. Rahman is also on that list as you will notice. But he only got 30% scholarship there…. By the way, I don’t believe Rahman gives more than 50% almost ever.
Anyway, that would be my point of view. For consulting recruiting, I don’t think the school brand matters as much when you are evaluated. You can also put on your résumé, and in the application that you have 100% scholarship and then always looks good and impressive, more than the 33% scholarship.
At the same time there are advantages to being in Canada and of the top Canadian schools. Your immigration paperwork will be easier. Shorter hours (though likely at a salary discount vs US)…
