It's not. "During" is a preposition, meaning "within the timeframe of..."

If "such ... that ..." is used correctly, it will almost certainly occur as
such NOUN that [complete sentence]...with the intended meaning that this NOUN is
extreme relative to most others. (The NOUN may have modifiers attached to it, especially adjectives before it.)
E.g.,
The new light rail system has been such a massive failure that traffic on the surrounding roads has not decreased at all.I can't immediately come up with a correct sentence containing "such that" in one piece, other than mathematical phrases (e.g.,
integers x and y such that x – y is odd)—so you can probably just eliminate choices that have those two words back-to-back with nothing between them.
