Based on this info we cannot tell whether it was a leap year.
On which day of the week \(14\)th Nov will fall will depend on whether that year is a leap year.

(2) In the year of Sam's birth, July 17th was a Wednesday.
The fact that July \(17\)th was a Wednesday already takes into account whether it was a leap year. Hence we can calculate which day it will be on \(14\)Nov.
